Prior to starting the company, Mary Lou spent over 30 years at executive, managerial and operational levels in federal human capital and human resources management. She was a Senior Executive at the U.S. Office of Personnel Management (OPM), leading major agency and governmentwide initiatives including establishment of OPM’s reimbursable services, downsizing and privatization of key functions, design and implementation of competency data modeling, creation of the federal workforce planning model, and development of technology applications and programs – all still in use today. She has extensive experience in downsizing workforces and the size of organizations, providing career transition and placement programs and conducting Reductions In Force (RIFs) for federal agencies.
Mary Lou also held progressively responsible management positions at the Department of Labor, the Department of Agriculture and the General Accounting Office (now known as the Government Accountability Office). Her experience covers all administrative areas with significant emphasis in HR policy and operational work, defining her as a leading expert in that field. Mary Lou is a member of several professional organizations and has served at times on workgroups or boards advancing organizational goals and programs. Her awards include the Presidential Rank Award for Distinguished Executive Service (the highest award for Senior Executive Service members), OPM’s Distinguished Executive Service Award, the International Personnel Management Association-HR’s Leading Edge Award, and University of Maryland Alumni Achievement recognition.
She is responsible for all legal and contractual matters, as well as overseeing Lindholm’s Program Management Office (PMO) activities where she works closely with clients and team members to build strong working relationships and effective communications channels. Prior to joining Lindholm, Megan served as Chief Counsel for the Department of Commerce’s General Litigation Division in the Office of the General Counsel, where she oversaw the Department’s general litigation matters, including defense of tort litigation, constitutional claims, representation of individual agency employees, administrative law, commercial law and bankruptcies, environmental litigation, and evidentiary and testimonial procedures. She also worked for the Department of Justice for nine years, during which time she served as a Trial Attorney and as an Assistant United States Attorney for the District of Columbia, Civil Division, defending the government against constitutional, tort, and employment-related claims. Megan joined the Department of Justice through the United States Attorney General’s Honors Program.
